為加快工作落實,推進優質校建設,5月9日,我院召開優質校項目建設推進專題會議。院長秦河主持會議并講話,學院領導,優質校各項目組負責人,財務處、資產管理處、總務處、學生處、監察審計處、繼續教育與社會服務處、圖書館負責人,各系(部)主任參加會議。
副院(yuan)長郭鵬匯報了優質校項(xiang)(xiang)目(mu)建(jian)設整(zheng)體(ti)推(tui)進(jin)(jin)情(qing)(qing)況,各(ge)項(xiang)(xiang)目(mu)組負責人匯報了9個(ge)(ge)項(xiang)(xiang)目(mu)建(jian)設推(tui)進(jin)(jin)情(qing)(qing)況,資產(chan)管理處、財務(wu)處匯報了資產(chan)采購、資金支出進(jin)(jin)展情(qing)(qing)況。會議指出,自(zi)優質校立項(xiang)(xiang)建(jian)設特(te)別是(shi)今年以來(lai),學院(yuan)把優質校建(jian)設作(zuo)(zuo)為工作(zuo)(zuo)主線,加強頂層設計、統籌整(zheng)體(ti)推(tui)進(jin)(jin),強化工作(zuo)(zuo)落實,各(ge)個(ge)(ge)項(xiang)(xiang)目(mu)建(jian)設按(an)照進(jin)(jin)度(du)全面展開,部分建(jian)設任務(wu)提(ti)前(qian)完成(cheng)(cheng)預期目(mu)標,整(zheng)個(ge)(ge)建(jian)設工作(zuo)(zuo)取(qu)得(de)了重(zhong)要(yao)階段性成(cheng)(cheng)績。當前(qian),優質校建(jian)設時間緊、任務(wu)重(zhong)、要(yao)求高,建(jian)設過(guo)程中仍存在(zai)整(zheng)體(ti)推(tui)進(jin)(jin)較為緩慢,重(zhong)點指標成(cheng)(cheng)績不夠突出,個(ge)(ge)別建(jian)設項(xiang)(xiang)目(mu)遇到瓶頸,資產(chan)招(zhao)標、資金支出滯后等問題,必(bi)須(xu)引起高度(du)重(zhong)視,采取(qu)更加有力的措施認(ren)真(zhen)加以解決(jue)。
院(yuan)長秦河對做(zuo)好(hao)下(xia)一步優質(zhi)(zhi)校項目(mu)建(jian)設(she)(she)工(gong)(gong)作(zuo)(zuo)(zuo)進(jin)(jin)行(xing)了安排部署。秦河強(qiang)調,一是(shi)要(yao)(yao)(yao)牢(lao)固樹(shu)(shu)立(li)質(zhi)(zhi)量(liang)(liang)(liang)意(yi)識(shi),把(ba)保證質(zhi)(zhi)量(liang)(liang)(liang)貫徹(che)優質(zhi)(zhi)校建(jian)設(she)(she)的(de)(de)(de)始終,切實(shi)(shi)(shi)把(ba)建(jian)設(she)(she)目(mu)標(biao)落腳到創新辦學(xue)體制機制、增強(qiang)社(she)會服務能力(li)(li)、提(ti)高人才(cai)培養(yang)質(zhi)(zhi)量(liang)(liang)(liang)、提(ti)升(sheng)學(xue)院(yuan)綜合實(shi)(shi)(shi)力(li)(li)上來(lai),工(gong)(gong)作(zuo)(zuo)(zuo)要(yao)(yao)(yao)做(zuo)實(shi)(shi)(shi)做(zuo)細(xi),成(cheng)(cheng)效(xiao)要(yao)(yao)(yao)務實(shi)(shi)(shi)可見,堅決杜絕搞“花(hua)架子(zi)”“空殼子(zi)”。二是(shi)要(yao)(yao)(yao)加(jia)快項目(mu)整體推(tui)進(jin)(jin),強(qiang)化(hua)時(shi)間觀(guan)念和效(xiao)率意(yi)識(shi),要(yao)(yao)(yao)進(jin)(jin)一步加(jia)強(qiang)對項目(mu)建(jian)設(she)(she)的(de)(de)(de)統籌協調、調度落實(shi)(shi)(shi),建(jian)設(she)(she)任務建(jian)立(li)臺(tai)賬、進(jin)(jin)榜上墻。要(yao)(yao)(yao)正(zheng)確處(chu)理(li)項目(mu)建(jian)設(she)(she)和常規工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)關(guan)系,必(bi)要(yao)(yao)(yao)時(shi)加(jia)班加(jia)點推(tui)進(jin)(jin)建(jian)設(she)(she)進(jin)(jin)度。資(zi)產采購、資(zi)金支出(chu)要(yao)(yao)(yao)打好(hao)工(gong)(gong)作(zuo)(zuo)(zuo)提(ti)前量(liang)(liang)(liang),確保按時(shi)保質(zhi)(zhi)完(wan)成(cheng)(cheng)工(gong)(gong)作(zuo)(zuo)(zuo)任務。三是(shi)要(yao)(yao)(yao)突出(chu)重(zhong)(zhong)點建(jian)設(she)(she)指標(biao),要(yao)(yao)(yao)抓(zhua)住優質(zhi)(zhi)校評估體系中(zhong)權重(zhong)(zhong)大的(de)(de)(de)部分,在國(guo)家級、省級標(biao)志性成(cheng)(cheng)果(guo)方面(mian)實(shi)(shi)(shi)現突破。要(yao)(yao)(yao)把(ba)核心期刊論文數量(liang)(liang)(liang)等具有橫(heng)向可比性的(de)(de)(de)量(liang)(liang)(liang)化(hua)指標(biao)作(zuo)(zuo)(zuo)為建(jian)設(she)(she)重(zhong)(zhong)點,健(jian)全激勵機制,強(qiang)化(hua)重(zhong)(zhong)點補短,推(tui)動建(jian)設(she)(she)期內(nei)多出(chu)成(cheng)(cheng)果(guo)、快出(chu)成(cheng)(cheng)果(guo),提(ti)升(sheng)學(xue)院(yuan)競爭(zheng)力(li)(li)。四(si)是(shi)要(yao)(yao)(yao)抓(zhua)好(hao)難(nan)點工(gong)(gong)作(zuo)(zuo)(zuo)落實(shi)(shi)(shi),要(yao)(yao)(yao)進(jin)(jin)一步創新工(gong)(gong)作(zuo)(zuo)(zuo)思路,對于難(nan)度比較大的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)(zuo)項目(mu),要(yao)(yao)(yao)樹(shu)(shu)立(li)目(mu)標(biao)意(yi)識(shi),全力(li)(li)以赴攻堅克難(nan),必(bi)要(yao)(yao)(yao)時(shi)尋找替代方案,確保工(gong)(gong)作(zuo)(zuo)(zuo)目(mu)標(biao)完(wan)成(cheng)(cheng)。對于確實(shi)(shi)(shi)需要(yao)(yao)(yao)作(zuo)(zuo)(zuo)出(chu)調整的(de)(de)(de)項目(mu),必(bi)須充(chong)分進(jin)(jin)行(xing)論證,提(ti)交黨(dang)委會研究決定(ding)。
秦河要(yao)(yao)(yao)(yao)(yao)求,各單位、各部(bu)門要(yao)(yao)(yao)(yao)(yao)牢固樹立(li)(li)一盤棋思(si)想(xiang)(xiang),服從、服務于優質(zhi)(zhi)(zhi)(zhi)校建設(she)的大局(ju),單位(部(bu)門)負責人要(yao)(yao)(yao)(yao)(yao)將優質(zhi)(zhi)(zhi)(zhi)校建設(she)的緊(jin)迫意(yi)識(shi)傳導給廣(guang)大教職(zhi)工(gong),消除(chu)畏難和抵觸情緒(xu),把思(si)想(xiang)(xiang)統(tong)一到完成優質(zhi)(zhi)(zhi)(zhi)校建設(she)目標、促(cu)進(jin)(jin)學校發展(zhan)上(shang)來;創優辦要(yao)(yao)(yao)(yao)(yao)進(jin)(jin)一步加(jia)強工(gong)作(zuo)統(tong)籌,整體(ti)把控任務完成進(jin)(jin)度和質(zhi)(zhi)(zhi)(zhi)量;各項(xiang)目組(zu)要(yao)(yao)(yao)(yao)(yao)加(jia)強與創優辦的溝通協調,推(tui)動各項(xiang)具體(ti)工(gong)作(zuo)往前推(tui)進(jin)(jin);廣(guang)大教職(zhi)要(yao)(yao)(yao)(yao)(yao)繼續保持緊(jin)張(zhang)、有序(xu)的工(gong)作(zuo)作(zuo)風,進(jin)(jin)一步樹立(li)(li)大局(ju)意(yi)識(shi),立(li)(li)足(zu)本職(zhi)工(gong)作(zuo)、弘揚奉獻精神、狠(hen)抓(zhua)工(gong)作(zuo)落實(shi),為優質(zhi)(zhi)(zhi)(zhi)校建設(she)添磚加(jia)瓦。
