為加快工作落實,推進優質校建設,5月9日,我院召開優質校項目建設推進專題會議。院長秦河主持會議并講話,學院領導,優質校各項目組負責人,財務處、資產管理處、總務處、學生處、監察審計處、繼續教育與社會服務處、圖書館負責人,各系(部)主任參加會議。
副院(yuan)長郭(guo)鵬匯報(bao)(bao)(bao)了(le)優(you)質(zhi)校(xiao)(xiao)項(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)整(zheng)體推進(jin)情(qing)況,各項(xiang)目(mu)組(zu)負責人匯報(bao)(bao)(bao)了(le)9個項(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)推進(jin)情(qing)況,資(zi)產(chan)管理處、財務處匯報(bao)(bao)(bao)了(le)資(zi)產(chan)采購、資(zi)金支(zhi)出進(jin)展情(qing)況。會議指出,自優(you)質(zhi)校(xiao)(xiao)立(li)項(xiang)建(jian)(jian)(jian)設(she)(she)特別(bie)是今年以來,學院(yuan)把優(you)質(zhi)校(xiao)(xiao)建(jian)(jian)(jian)設(she)(she)作為(wei)工作主線(xian),加(jia)(jia)強頂層(ceng)設(she)(she)計(ji)、統籌整(zheng)體推進(jin),強化工作落實,各個項(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)按照進(jin)度(du)全面展開(kai),部分建(jian)(jian)(jian)設(she)(she)任務提前(qian)完(wan)成(cheng)預(yu)期目(mu)標,整(zheng)個建(jian)(jian)(jian)設(she)(she)工作取得了(le)重要階段性成(cheng)績(ji)。當前(qian),優(you)質(zhi)校(xiao)(xiao)建(jian)(jian)(jian)設(she)(she)時間緊、任務重、要求(qiu)高(gao),建(jian)(jian)(jian)設(she)(she)過程(cheng)中仍存在(zai)整(zheng)體推進(jin)較為(wei)緩慢,重點指標成(cheng)績(ji)不夠突出,個別(bie)建(jian)(jian)(jian)設(she)(she)項(xiang)目(mu)遇到瓶頸,資(zi)產(chan)招標、資(zi)金支(zhi)出滯后等問題,必須引起高(gao)度(du)重視,采取更加(jia)(jia)有力的(de)措施認(ren)真加(jia)(jia)以解(jie)決。
院(yuan)長(chang)秦河(he)對做(zuo)(zuo)好下一步(bu)優(you)質(zhi)(zhi)校項(xiang)(xiang)目(mu)建(jian)設(she)(she)(she)(she)(she)工(gong)(gong)作(zuo)(zuo)進(jin)(jin)(jin)行(xing)了安排部(bu)署。秦河(he)強(qiang)(qiang)調,一是(shi)(shi)要(yao)(yao)牢固(gu)樹立(li)質(zhi)(zhi)量(liang)意(yi)識,把保(bao)證質(zhi)(zhi)量(liang)貫(guan)徹優(you)質(zhi)(zhi)校建(jian)設(she)(she)(she)(she)(she)的(de)(de)始終,切實(shi)(shi)把建(jian)設(she)(she)(she)(she)(she)目(mu)標(biao)(biao)落(luo)腳到創新辦學(xue)體(ti)制(zhi)機制(zhi)、增強(qiang)(qiang)社會(hui)服務能力、提(ti)高人才培養(yang)質(zhi)(zhi)量(liang)、提(ti)升(sheng)學(xue)院(yuan)綜合實(shi)(shi)力上來,工(gong)(gong)作(zuo)(zuo)要(yao)(yao)做(zuo)(zuo)實(shi)(shi)做(zuo)(zuo)細(xi),成(cheng)效(xiao)要(yao)(yao)務實(shi)(shi)可(ke)見,堅決(jue)杜絕(jue)搞“花(hua)架子(zi)”“空殼子(zi)”。二(er)是(shi)(shi)要(yao)(yao)加快(kuai)項(xiang)(xiang)目(mu)整(zheng)(zheng)體(ti)推進(jin)(jin)(jin),強(qiang)(qiang)化時(shi)間觀念和效(xiao)率意(yi)識,要(yao)(yao)進(jin)(jin)(jin)一步(bu)加強(qiang)(qiang)對項(xiang)(xiang)目(mu)建(jian)設(she)(she)(she)(she)(she)的(de)(de)統(tong)籌(chou)協調、調度(du)落(luo)實(shi)(shi),建(jian)設(she)(she)(she)(she)(she)任(ren)務建(jian)立(li)臺賬、進(jin)(jin)(jin)榜上墻。要(yao)(yao)正確(que)處(chu)理(li)項(xiang)(xiang)目(mu)建(jian)設(she)(she)(she)(she)(she)和常規工(gong)(gong)作(zuo)(zuo)的(de)(de)關系,必(bi)要(yao)(yao)時(shi)加班加點(dian)推進(jin)(jin)(jin)建(jian)設(she)(she)(she)(she)(she)進(jin)(jin)(jin)度(du)。資(zi)產(chan)采購、資(zi)金支出要(yao)(yao)打好工(gong)(gong)作(zuo)(zuo)提(ti)前量(liang),確(que)保(bao)按(an)時(shi)保(bao)質(zhi)(zhi)完成(cheng)工(gong)(gong)作(zuo)(zuo)任(ren)務。三是(shi)(shi)要(yao)(yao)突出重點(dian)建(jian)設(she)(she)(she)(she)(she)指標(biao)(biao),要(yao)(yao)抓(zhua)住優(you)質(zhi)(zhi)校評估體(ti)系中權(quan)重大的(de)(de)部(bu)分(fen),在國家級、省級標(biao)(biao)志性(xing)成(cheng)果(guo)方面實(shi)(shi)現突破。要(yao)(yao)把核心期刊論文數量(liang)等(deng)具有橫向可(ke)比性(xing)的(de)(de)量(liang)化指標(biao)(biao)作(zuo)(zuo)為建(jian)設(she)(she)(she)(she)(she)重點(dian),健全(quan)(quan)激勵機制(zhi),強(qiang)(qiang)化重點(dian)補短,推動建(jian)設(she)(she)(she)(she)(she)期內多出成(cheng)果(guo)、快(kuai)出成(cheng)果(guo),提(ti)升(sheng)學(xue)院(yuan)競爭力。四是(shi)(shi)要(yao)(yao)抓(zhua)好難(nan)點(dian)工(gong)(gong)作(zuo)(zuo)落(luo)實(shi)(shi),要(yao)(yao)進(jin)(jin)(jin)一步(bu)創新工(gong)(gong)作(zuo)(zuo)思路,對于難(nan)度(du)比較大的(de)(de)工(gong)(gong)作(zuo)(zuo)項(xiang)(xiang)目(mu),要(yao)(yao)樹立(li)目(mu)標(biao)(biao)意(yi)識,全(quan)(quan)力以赴攻堅克難(nan),必(bi)要(yao)(yao)時(shi)尋找替代方案,確(que)保(bao)工(gong)(gong)作(zuo)(zuo)目(mu)標(biao)(biao)完成(cheng)。對于確(que)實(shi)(shi)需要(yao)(yao)作(zuo)(zuo)出調整(zheng)(zheng)的(de)(de)項(xiang)(xiang)目(mu),必(bi)須充分(fen)進(jin)(jin)(jin)行(xing)論證,提(ti)交(jiao)黨委會(hui)研究決(jue)定。
秦河要(yao)求(qiu),各(ge)(ge)單(dan)位(wei)、各(ge)(ge)部門(men)要(yao)牢(lao)固樹立(li)一盤棋思想(xiang),服從(cong)、服務于優質(zhi)校(xiao)(xiao)建設的(de)大(da)局(ju),單(dan)位(wei)(部門(men))負(fu)責人要(yao)將優質(zhi)校(xiao)(xiao)建設的(de)緊迫意(yi)識傳導給廣(guang)大(da)教(jiao)職工(gong),消除畏(wei)難和(he)(he)抵(di)觸(chu)情緒(xu),把思想(xiang)統(tong)一到完成優質(zhi)校(xiao)(xiao)建設目標、促(cu)進(jin)學校(xiao)(xiao)發展上來;創優辦要(yao)進(jin)一步(bu)加強工(gong)作(zuo)統(tong)籌(chou),整體(ti)把控任務完成進(jin)度和(he)(he)質(zhi)量;各(ge)(ge)項目組要(yao)加強與(yu)創優辦的(de)溝通協調(diao),推(tui)動各(ge)(ge)項具體(ti)工(gong)作(zuo)往前推(tui)進(jin);廣(guang)大(da)教(jiao)職要(yao)繼(ji)續保持緊張、有序的(de)工(gong)作(zuo)作(zuo)風,進(jin)一步(bu)樹立(li)大(da)局(ju)意(yi)識,立(li)足本職工(gong)作(zuo)、弘揚(yang)奉獻精(jing)神、狠抓工(gong)作(zuo)落實,為優質(zhi)校(xiao)(xiao)建設添磚加瓦。
